is equivalent stiff graphite shaft with regular review of steel shaft flex?

Maybe, maybe not ... Each manufacturer uses a different standard for flex. Uncommon for them to deal with that, but they do. Only the difference between steel and graphite does not change no flex. It will change the atmosphere if graphite will always feel a bit smoother.
